Magdalena Rourke - One of the Agency's many experiments, Maggie's been with them since she was five. Maggie's father was an army scientist on loan to the Agency for one of their many special projects. When he needed a young test subject, he "volunteered" his daughter. The scientific team discovered a way to turn on some of the other parts of the brain humans normaly don't use. The experiment caused Maggie to develop psychic powers including tactile empathy, precognition and telekenisis. When her parents were killed in a car accident, the Agency adopted her. In the same accident, Maggie suffered some brain damage, causing her to lose partial control over her abilities. Her Keeper, Nick Paterson developed an Inhibitor which she recieves in shots every two weeks, until she learns to control them on her own. Nick was killed when she was kidnapped by a terrorist organization named Cobalt who wanted to used Maggie's powers for their own gain.

Darien Fawkes - Also an Agency experiment. Darien was a small-time thief facing a life sentence when he was offered a way out by his brother Kevin, a scientist working for the U.S. Government who needed a test subject for the project he was working on. A biosynthetic gland was grafted onto Darien's cerbral cortex which can produce a synthetic hormone called Quicksilver. Quciksilver is secreted through Darien's pores, covering him completely. The Quicksilver bends light, causing the eye to see around anything covered by it, making Darien invisible. However, after thirty minutes of invisibility, Darien goes insane due to the overload of Quicksilver in his blood. To stop the madness, Darien must receice a shot of counteragent every six days. After a madman accidentaly destroyed the computer network containing the secrets to the Quicksilver gland and killed Kevin, Darien was forced to go to work for the Agency in return for the counteragent shot.
Robert Hobbes - A former FBI agent, Hobbes is one of the Agency's best deep cover operatives. Paranoid behavior caused him to be put into the care of a psychiatrist and added the daily ritual of Zoloft to his life. Hobbes' by-the-book attitude led to him being assigned as Darien's partner. He's constantly at odds with the Official about the way he's under appreciated and underpaid, often pleading for small things like calling cards or validated parking.
The Keeper (aka Claire) - As Darien's Keeper, Claire has the job of making sure Darien doesn't fall into Quicksilver madness and looking after his general wellbeing. She gives him his injections of the counteragent and makes sure he doesn't build up an immunity to it. To help both of them with this, Claire installed a small monitor under the skin of Darien's wrist. As the segments of a snake tattoo turn from green to red, Darien grows closer to madness and time for another shot. Claire has also taken over the job of Maggie's Keepers since Nick's death, until someone else can be found for the job.
The Official (aka Charlie Bordon) - The head of the Agnecy, The Official is a coniving company man who convinced Darien to work for him by offering him the counteragent. He makes it very clear that Darien must play by the Official's rules unless he wants to end up in an Agency nuthouse. He and Nick rescued Maggie from the pysch ward of the hospital after her parents were killed in a car accident.Under his gruff exterior, the Official loves Maggie like a daughter.
Eberts - The Official's right hand yes man. A former IRS man, there's more to Eberts than meets the eye.
Nicholas Paterson - Maggie's Keeper. Nick was forced by the Official to take in Maggie after her parents died but he came to love her as a child and sister. He was killed when Maggie was kidnapped by Cobalt, a terrorist organization who wanted to use her powers.
